Yes, it’s considered a cheat skull like envy and scarab(halo 2), so par time and par score progress won’t be recorded thus achievements wont pop. Honestly there should be a whole section for “cheat” skulls.

Are all skulls unlocked MCC?

Nope. They do if they have 0.00x multipliers, but the game will tell you immediately upon selection of the skull that you won’t be able to earn achievements, so don’t stress about accidentally picking one and then not knowing whether some achievements are disabled or not. Nope.
Can you get the legendary achievement with the bandana skull?
Bandana should only disable the par scores and times. Mission/campaign completion achievements unlock regardless of chosen skulls. It’s score/time-based achievements that are disabled.
Are Halo skulls hard to find infinite?
